Stephen Peck
Peck Planning/GAC Co-Chair
Mr. Peck is responsible for all aspects feasibility assessment, design, financial analysis and entitlement for commercial and residential land development projects. Current projects include the Sequoia Gateway Regional Retail project in Visalia, a 4,000 dwelling unit master planned community adjacent to UC Merced, and residential projects in San Luis Obispo County totaling over 1,200 dwelling units.Prior to starting his own firm, Mr. Peck worked as a planning consultant for QuadKnopf Consultants for a total of 23 years where he was responsible for the firm’s planning and environmental science practice areas. He also worked for eight years with the City of Visalia as its Advance Planning Manager and Redevelopment Director and was responsible for such projects as the “2020 Plan” land use and circulation element update in 1991, the Mooney Blvd Redevelopment Plan, the East Visalia Redevelopment Plan, and the City’s CDBG, HOME and other housing projects.
His experience in environmental planning includes preparation of over 500 Environmental Impact Reports (EIRs) for General Plans, major development projects, and redevelopment plans; over 3,000 negative declarations, and as a developer’s representative on projects ranging from a 1,500,0000 square foot regional retail center, a 2,000-unit master planned community, a 4,000-unit master planned community, and projects in San Luis Obispo totaling over 1,200 dwelling units..
After living in Visalia for 30 years, Mr. Peck now lives in Morro Bay with his wife of 48 years and two black labs.
He is a member of the San Luis Obispo de Tolosa Rotary Club.
Scott Collins
HASLO Executive Director and former MB City Manager
Scott Collins is the Executive Director for the Housing Authority of San Luis Obispo (HASLO), beginning his tenure there in March 2023. HASLO provides nearly 3,000 vouchers (serving nearly 5,000 low-income residents in SLO County), and has built 900 affordable housing units, with over 500 more units in the pipeline. Prior to joining HASLO, Mr. Collins spent his career in local government management, most recently as the City Manager for Morro Bay. Mr. Collins switched career paths given his interest in tackling the biggest challenge on the Central Coast – affordable housing. Mr. Collins received his undergraduate degree at UC Santa Cruz and Master of Public Administration from the George Washington University.Jen Ford
Morro Bay City Council/Senior Field Representative for Assemblymember Dawn Addis
Jen primarily serves San Luis Obispo County. She is also a Morro Bay City Councilmember, and former Planning Commissioner, non-profit co-founder, and PTA President. Jen is a small-business owner who loves problem-solving, connecting with people, and assisting others. Outside her professional and civic duties, she spends time with her family, exploring the coastline's outdoor trails.Susan Stewart

With a name like Susan you know I was born in the 50’s.Got a degree in Cultural Anthropology from UCSC, followed by a stint managing a TOGOS sandwich shop. Catapulted back into school to get an Early Childhood Education credential. 10 years teaching, from infants, toddlers and preschoolers to college students. Moved from Santa Cruz to Morro Bay in 1988, had two kids, ran a home based integrated pest management mail order business, picked up a few substitute teaching jobs, and ultimately went to work as an archaeologist with CA Singer and Associates, and as a housepainter with Native American Painting. Also helped a CPA with data entry during the height of tax season. Quite the eclectic mix! But as my old fencing coach used to say, any port in a storm...
The storm for me was 2006, when my construction based jobs were starting to take a dive with the economy. In September of 2006, I bought a bead store! Third best thing I ever did, next to child one and child two. Owning a business is an incredible way to be a part of a community. I joined the Chamber, Merchants Association, served on the MB Promotions Committee, General Plan Advisory Committee, Planning Commission and various local boards. Learn by doing, and understand from the inside out!
Rob Kitzman

Rob is a resident of Morro Bay and studied at Cal Poly. He has been with Culligan for many years, eventually taking over the business to allow his father Arby to retire. Rob is married to Tracy (21 years) and has three children, Annie, Ryan, and Tyler.With a special update on the current CA laws and compliance standards regarding possession of AED (automated external defibrillators) in business settings, as well as state mandates for First Aid and Stop the Bleed kits.
Marcy Mullen

MEd Training & ConsultingMarcy Mullen, MSEd, MPH, PhDc is a former professor of Clinical Pathophysiology, Medical Genetics, Biomedical Ethics, and Immunology for SUNY Polytechnic Institute, Utica College, and the Sage Colleges in Upstate NY. Locally, she has taught a variety of pre-med/nursing courses for Cuesta, Allan Hancock, and CalPoly, as well as the American Heart Association and the Red Cross. She is the former clinical director of a LASIK surgery center, has served as a paternity consultant, and worked for nearly a decade as a medical technologist and EMT. Currently, she is the area manager for Halo Unlimited, providing newborn hearing screening services at Sierra Vista in SLO, Twin Cities in Templeton, Marian Regional in Santa Maria, and Cottage Health in Santa Barbara. She is also the sole-proprietor of MEd Training & Consulting in Morro Bay.

Annual pass
All in with our Breakfast on the Bay (BOTB) program and want to come every month? Get a discount with an annual pass! Good for one year of BOTB. Your annual pass starts with the first breakfast you attend and ends after one year. If the Chamber cancels a BOTB for any reason your annual pass will be extended for one month. If you cannot attend a BOTB, you may transfer your ticket to another person as long as you email jody@morrochamber.org ahead of time to let her know of the substitution.
4 Pass Bundle
Want to come to multiple Breakfast on the Bays (BOTBs)or bringing a group? Get a discount with a 4 Pass Bundle to come to 4 BOTBs! This option is good for any single four BOTBs or multiple people attending a BOTB. If you are attending multiple BOTBs, you will be automatically added to four consecutive months unless you email jody@morrochamber.org ahead of time to let her know you will not be there. You may also let her know which ones you would like to attend at the time of purchase. If you are bringing multiple people to a single BOTB (or two people to two BOTBs), please email Jody to let her know the additional guests names and emails and she will add to the registration list. Must be used within one (1) year of date of purchase.

Early bird pricing is available for single tickets purchased prior 3:00 pm of the Monday before the breakfast date.
Virtual Ticket
This option is exclusively for live participation, and our team will be actively monitoring the Zoom Chat to address any questions you may have during the event. Zoom link will be sent out 1 hour prior to the start of the Breakfast Program. Registration and payment are required prior to the event.
Refund Policy
Refunds will be managed based on receipt of a written request for cancellation/refund.

7 DAYS OR LESS PRIOR TO EVENT: registration fees will NOT BE REFUNDEDAll on-site registrants for any Chamber event must be paid in full upon admittance and cannot be invoiced. On-site registration is not allowed for every event and is based upon capacity.
